Bush margin in Ohio, the "political capital"

Bush claims a gain of "political capital" he says "I intend to spend it". Truth is it's about 20 cents.

the unofficial margin was 136,000 now with Provisional ballots counted it's down to only
119,000. now you do the math, what's the percentage of 114 million votes.. 2 percent. Now you
will say it's the popular vote that counts. In 2000 you pointed to the electorial vote. which?
In the popular vote Bu$hs margin was only 3 percent. Not much capital gained. It would seem to me that "the great uniter" would gain a considerable amount more "capital"..
